The hidden costs of building on your own land: what Gold and Silver packages exclude, two fixed costs people forget, and the land conversion premium.

Many people come to us with the psf rate already memorised — “Gold is RM220 a foot” — and are surprised when the final total is well above that rate multiplied by the floor area. It is not that the contractor was hiding something. The cost is real and legitimate; it simply never sits inside the per-square-foot rate people quote each other, because it is not part of the house’s structure and finishes.

This article lists that cost item by item: what is inside the psf rate, what is a separate fixed cost, and what does not appear in any turnkey package at all — so none of it surprises you in month eight of the project.

The psf rate you hear is construction cost only

Silver RM200–230 and Gold RM210–250 per square foot, the rates we publish, cover structure and finishes only — brickwork, concrete, tiles, cabinetry, fittings and electrical points. For a single-storey house that is Silver RM200–220 and Gold RM210–240 a foot; the exact rate depends on the design and specification, and our QS team sets the real figure in a formal quotation after studying the construction drawings.

The full total is RM428,500 to RM482,500 — that range comes from the psf rate’s own range (RM210–240), not from the two fixed costs, which are the same at both ends. The cost calculator shows all three lines separately every time.

Two fixed costs people keep forgetting

These are not hidden in the sense of being kept secret — both are fixed costs we publish and list as separate lines on every quotation. They get overlooked because people remember the psf rate alone, not the line beneath it.

  • Council approval through to CCC: RM45,000. This fixed cost covers architectural and structural drawings by registered professionals, the council’s processing fee, submission, follow-up and management through to the Certificate of Completion and Compliance. Without a CCC, a house cannot be connected to permanent utilities, cannot be charged as security, and is hard to sell — so this is not an optional line for a financed house.
  • Permanent electricity and water meters: RM5,500. Application, deposit and connection with TNB and the water authority.

Both figures are fixed costs, not a percentage of construction cost — the same for a 1,500 or a 3,000 square foot house, because the work involved is much the same.

What no package includes at all

Unlike the two fixed costs above, this list is not in any turnkey quotation of ours at all — not because it is concealed, but because it sits outside the scope of building the house itself, and its cost varies too much from one site to another to be priced at a flat rate:

  • Extraordinary earthworks — slopes, soft ground, a site that needs high fill, or deep piled foundations. This cost can only be determined after a site visit.
  • Fencing and gates.
  • Full landscaping — paving, turf, ponds, gazebos.
  • Air-conditioning units — we provide the piping and electrical points only; the units themselves are bought and installed separately.
  • Furniture, curtains and decorative lighting.
  • Land tax and transfer fees.

If your land needs its conditions changed first

The costs above all happen while construction is underway. But if your land is still zoned agricultural, or its express condition does not allow residential use, there is one more cost that happens before construction even starts: a land premium set by the State Authority during the conversion process under Section 124 of the National Land Code, based on your land’s value and area.

We do not publish one figure for this premium because it varies by state, district and land — get an estimate directly from the Land Office. What we can say: plan in months, not weeks, and do not wait for the conversion to be approved before checking your financing eligibility and choosing a design — both can run at the same time. The extraordinary earthworks mentioned above — slopes, soft ground, high fill — are a different cost from the land conversion premium. The premium is a payment to the state to change what the land is allowed to be used for; extraordinary earthworks is the real cost of preparing the site before the foundation is cast. Both are determined after a site visit or an official search, not guessed at an early stage.

How to use the calculator so nothing surprises you

Our cost calculator does not give you one number. It shows the package line (the psf rate multiplied by your floor area), the council-approval line and the meters line separately, so you see exactly what makes up that total. If your council approval is not yet decided — perhaps you already have your own approved plans — choose “not sure” and the calculator gives a range that covers both possibilities, rather than guessing for you.

The items missing from Figure 2 — land price, extraordinary earthworks, fencing, landscaping, air-conditioning, furniture, land tax — are not in this calculator either, for the same reason: each one depends on your site or your personal choices, so it cannot be estimated at a flat rate for everyone. Discuss these items with us during a site visit so they go into your formal quotation, not something that appears after the contract is signed.

Frequently asked questions

Is the land price included in the psf rate? No. Our psf rate is for construction cost on land you already own. It does not include the land price, and it cannot be compared with a developer’s house price.

Can the fixed costs for council approval and meters change? Not for a typical project — RM45,000 and RM5,500 are the same fixed costs regardless of house size, because the work involved is much the same for a small or a large house.

How much is the land conversion premium? It is not fixed — the State Authority sets it based on your land’s value and area. Check your land and contact the district Land Office for a real estimate.
